I'm not a lawyer or judge. Cook County hasn't even seen me fit for a jury. That said, I don't know shit about legal precedent.
But: if my state had a string of HEINOUS unsolved murders, you bet my state would find a legal way to make the death penalty applicable to past crimes. It seems frivolous of Kansas to have reinstated the death penalty BECAUSE of the B.T.K. killings, but not be able to apply it because the crimes occurred before the reinstatement. REALLY-- what's the point?! Nothing this juicy will EVER happen in Kansas again.
